City Council Minutes Report: February 5, 2024

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

Finance Committee

A-16: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with Moody’s of Dayton for well repairs and additional well services. This was presented to the committee by Water Department Superintendent Russ Kring, who stated this was to continue the program to rejuvenate individual wells in the city’s well field. The project involves replacement of the motor and casement of the 80-foot-deep well and the project is capped at $125k. The committee voted to bring this out for a vote next Monday.

A-17: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the Water Treatment Plant Sand Filter Improvement Project. Kring explained this would allow for the sand filters to be replaced and will be expected to cost $1.3 million to rework all 12 filters. The project is currently out to bid and Kring said his office was looking to the EPA for a loan to help fund this project. The committee voted to bring this out for a vote next Monday.

A-18: An ordinance appropriating Community Development Block Grant carryover funds for calendar year 2024. This legislation was presented by Peggy Szalay, CDBG Entitlement Administrator, who distributed a handout showing what the city has been allocated for 2024. Some of the highlights of the $631k allocation include funds for rehabilitation of owner-occupied homes, loans and façade grants for local businesses, senior snow plow service, and literacy programs through our local library for the non-English speaking population. The committee voted to bring this out for a vote next Monday.

A-19: An ordinance increasing appropriations in the Capital Projects Fund for the improvement of West Portage Trail, from State Road to Northampton Road. According to Finance Director Bryan Hoffman this legislation makes the second payment to the contractors involved in this $7 million project. The ordinance will provide the funding for the project through 2024. The committee voted to bring this out for a vote next Monday.

A-20: A resolution of intent to appropriate certain property along State Road, Seasons Road and Wyoga Lake Road. Presented by City Engineer Tony Demasi for the project referred as “The Triangle,” this will realign the intersections and add traffic signalization to the area. Demasi said as of Monday two of the three property owners have signed on with the city for the property needed to begin this project. He also said that the third could come down in a separate piece of legislation. The committee voted to bring this out for a vote next Monday.

A-21: An ordinance authorizing the Parks and Recreation Board to enter into a contract or contracts, according to law, for the Natatorium Pool Surface Refinish Projects. Park Director Sarah Kline said this would allow the parks department to repair the coating on the floors and walls of the leisure pool and the therapy pool, which are coming to the end of their 20-year lifespan. $150k has been allocated for the project and she stated bids have not been opened yet. The project is expected to last 29 days and occur during the summer shutdown. The committee voted to bring this out for a vote next Monday.
