Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.
The finance and public affairs committees discussed three pieces of legislation Monday night:
Finance Committee:
B-97: A resolution accepting the amounts and rates of taxation as certified by the Summit County Budget Commission, authorizing the necessary tax levies, certifying such authorization to the County Fiscal Officer. Finance director Bryan Hoffman presented this to the committee by letting everyone know this is a yearly resolution required by the Ohio Revised Code to certify the transfer of funds collected by the county to the city, The committee voted to bring this out for a vote before council next Monday.
B-98: An ordinance authorizing the Parks and Recreation Board to enter into a contract or contracts, without competitive bidding, with Ameriseal and Restoration, LLC., for concrete and stone repairs at Brookledge Golf Club Clubhouse. Park Director Sara Kline explained this will provide funds in the amount of $138K to repair the stone work on the clubhouse and the patio to help remedy some of the flooding problems in the basement of the building. The committee voted to bring this out for a vote before council next Monday.
B-99: An ordinance authorizing the Parks and Recreation Board to enter into a contract or contracts, after publicly advertising for bids, for Kennedy Park field renovations. Kline stated that this legislation would spend $100k from the parks and recreation levy to repair drainage and the backstops. The field is primary used is for the Cuyahoga Falls Amateur Baseball Association. The committee voted to bring this out for a vote before council next week.
B-100: An ordinance authorizing the Parks and Recreation Board to enter into a contract or contracts with Ohio CAT, according to law, for the purchase of a new Caterpillar compact track loader for use by park maintenance. This legislation will replace the machine currently used by park maintenance, which is reaching the end of its six-year life. The new piece of equipment will cost $71k and the track loader currently in use will be retired to the golf course and eventually be used as a trade-in when another is due to be replaced. The committee voted to bring this out for a vote before council next Monday.

B-101: A resolution accepting the recommendations of the Tax Incentive Review Council and the Community Reinvestment Area Housing Council concerning Enterprise Zone and Community Reinvestment Area Tax Exemption agreements within the City of Cuyahoga Falls. Deputy Community Development Director Mary Spaugy presented this resolution, explaining this is also a yearly resolution to show that, after review, all participants of the city’s Community Reinvestment Areas and Enterprise Zones are meeting the requirements pertaining to number of employees, scholarships to the local school systems and other such agreements between businesses and the city. She also noted that the agreements between the city and GoJo and ACME will expire this year and the city, and the school systems, will begin receiving 100% of their taxes next year. B-102: An ordinance authorizing the director of public service to enter into a contract or contracts, with the Thrasher Group, Inc., for professional engineering services for the improvement of Wyoga Lake Road from Steels Corners Road to Seasons Road. Presented by City Engineer Tony Demasi this legislation is a result of a grant application made by the city in 2021; we received the grant that will cover 80% the cost of project that will not only pave Wyoga Lake road in the area noted, including turn lanes, but also add sidewalks and bike access. Engineering planned to be done in 2025, and put out for bid in 2026, with construction expected to be complete in 2027. The committee voted to bring this out for a vote before council next Monday.
Public Affairs committee:
B-103: An ordinance amending the traffic control file by providing for the installation of various traffic control devices. This measure was presented to the committee by Police Captain Norfolk as a result of the last meeting of the traffic committee. The first part of the legislation prohibits parking on the north side of Vancouver Blvd. at the dead end and was recommended by the street department. The second part of the legislation was to clean up the city’s traffic control file by adding signs that were installed and did not appear in the file. The committee voted to bring this out for a vote before council next week.
