City Council Minutes Report: May 2, 2022

City Council

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

Finance Committee:

A-46: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, for the purchase of services, materials, supplies, and equipment for use in the electrical division in 2022. Finance Director Bryan Hoffman presented this legislation, pointing out that with current supply chain and pricing issues it is difficult to use the past practice of sending out a bid book at the beginning of the year, making purchases throughout the year based on those prices. Currently vendors are either unable to commit to prices for an entire calendar year, or unable to keep stock of items needed. This change keeps the purchasing and procurement process intact as far as requiring quotes and shopping for the best price. The city also compared this process to how other communities are handling the same problem, and this is the route Hudson and Wadsworth are doing their purchasing. The finance committee voted to bring this out for a vote next Monday.

Public and Industrial Improvements Committee:

A-47: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with Ohio Drilling Company Inc. for the inspection, cleaning, and associated repairs for City Well #5, and Well #21 for the water division. Water Superintendent Russ Kring addressed council, pointing out that Ohio Drilling has had a history with our well field going back to the 1930s. This is a yearly ordinance and his department tries to keep all the wells on a 6-8 year rotation for maintenance by doing two to three wells a year. The service performed includes replacing the casings and rebuilding the pump motors. The public and industrial improvements committee voted to bring this out for a vote next Monday.

Public Affairs Committee:

A-48: An ordinance to approve current replacement pages to the Cuyahoga Falls Codified Ordinances. Law Director Janet Ciotola said this legislation updates the traffic and criminal sections of our codified ordinances so that they match the current state laws. The Public Affairs Committee voted to bring this out for a vote next Monday.

A-49: An ordinance authorizing the mayor to enter into an agreement with the Ohio Patrolmen’s Benevolent Association, Patrol and Community Service Officers bargaining unit, effective July 1, 2021. Council met in executive session to discuss this contract and upon returning the public affairs committee voted to bring this out for a vote next Monday.
