City Council Minutes Report: June 27, 2022

City Council

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow council members to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

The June 27 meeting began with a meeting of the committee of the whole to discuss appointments to three city boards. The appointments were as follows: Bradley Leboeuf to the Library Board, Savannah Snyder to the Tree Board and reappointing Janet Ciotola, Bryan Hoffman, and Mike Brillhart to the Boston Twp. JEDD Board. A motion was made to accept the appointments as presented and when council reconvened, the vote to accept the appointments was 11-0

The following legislation was read and assigned to the appropriate committee for discussion on July 5:

Finance Committee:

A-67: An ordinance authorizing the director of finance to enter into a contract or contracts, without competitive bidding, with Storm 7 Labs LLC for the maintenance of the city’s network firewall.

A-68: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, for the purchase of services, materials, supplies, and equipment for use in the water division in 2022, making the necessary appropriations for the same, and declaring an emergency.

Public and Industrial Improvements Committee:

A-69: An ordinance authorizing and directing the appropriation of certain interests in real property necessary for the improvement of West Portage Trail Extension between State Road and Northampton Road, and declaring an emergency.

A-70:A resolution authorizing the mayor to apply for and accept financial assistance in the form of a grant or loan from the Ohio Public Works Commission for replacement of 6” and 8” water mains on Oakwood Drive, from Graham Road to Monroe Avenue, and declaring an emergency.

Special Committee on Sustainability, Energy, and Environment:

A-71: A resolution authorizing the City of Cuyahoga Falls to become a Power a Clean Future Ohio community.

Finance Committee:

A-62: An ordinance authorizing the mayor, as director of public safety to enter into a contract or contracts, according to law, for the purchase of turnout gear for use by the fire department.

A-63: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with Bell Equipment Company to purchase and replace mechanical arms on two automated side loader sanitation trucks, making the necessary appropriations.

Public and industrial Improvements Committee:

A-64: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the installation of a new 12” water main on Akron-Cleveland Road from Wyoga Lake Road to 600 feet north of Geoppert Road in the Boston Township-City of Cuyahoga Falls Joint Economic Development District in Boston Township. Passed 11-0.

Public Affairs Committee:

A-61: An ordinance opting out of H.B. 172 and reaffirming the ban on discharging, igniting, or exploding consumer grade 1.4g fireworks in the city of Cuyahoga Falls, except as set forth herein.

Council voted to substitute this ordinance with substitute A-61 dated 6-27-22, passing 10-1. Council then voted 10-1 to approve the substitute. Both Council President Russ Balthis and Committee Chair Rachel Loza thank the administration for bringing this legislation to council as early as they did so a consensus of their constituents could be asked for comments and feeling on this ordinance.

A-65: An ordinance amending Ordinance 131-2021 to hire an additional Secretary I and assign the position to the appropriate pay grade in accordance with the Collective Bargaining Agreement between American Federation of State, County and Municipal Employees Local 2662 and the City of Cuyahoga Falls. Passed 11-0.

A-66: An ordinance authorizing the director of public service to enter an agreement to establish the Community University Education Purchasing Regional Council of Governments. Passed 11-0.

Miscellaneous Business:

Community member Charles Little addressed council about an event being hosted by Excel Church at 1624 N. Morland on August 13. The Back to School event will feature food, school supplies, haircuts, and more. Information about the event can be found at church4all.org.
