City Council Minutes Report: September 8, 2025

City Council News & Politics

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

At the beginning of the meeting Council President Russ Balthis held a meeting of the Committee of the Whole to discuss the mayor’s appointment of long-time resident Rachel Victor to the Civil Service Commission and the appointment of another long-time resident Michael Bowman to the Library Board. The committee voted unanimously on both appointments.

Mayor Walters recognized the Woodridge Boys 4×800 relay team, Kendall McAllister, Kendrick McAllister, Ben LeBay and Atticus Sloan, for capturing the state championship earlier in the year. The Bulldogs’ 4x800m relay victory continues the strong tradition of excellence in Woodridge track and field. They will all be recognized during the Woodridge High School Homecoming football game on Friday, September 26. The ceremony will take place between the first and second quarters at Bulldog Stadium.

New Ordinances & Resolutions

The following ordinances were read before city council and assigned to their appropriate committee for discussion Monday, September 15.

B-65: A resolution accepting the amounts and rates of taxation as certified by the Summit County Budget Commission, authorizing the necessary tax levies, certifying such authorization to the County Fiscal Officer. Assigned to the finance committee.

B-66: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with Altec Industries, for the purpose of replacing the truck body on the 2016 Altec Model M2-106 Digger Derrick. Assigned to the finance committee.

B-67: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the installation of above-ground fuel storage tanks and associated equipment, and declaring an emergency. Assigned to the finance committee.

B-68: An ordinance authorizing the Parks and Recreation Board to enter into a contract, with BOLD Designs & Recreation LLC for the installation of play equipment at Valley Vista Park. Assigned to the finance committee.

B-69 An ordinance authorizing the Parks and Recreation Board to enter into a contract, with Safe Slide Restoration for water slide paint and repairs at Water Works Family Aquatic Center. Assigned to the finance committee.

B-70: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with Collins Excavating Construction and & D&C Construction &Excavating for the maintenance and repair of the City’s storm water, sanitary sewer, and water distribution systems. Assigned to the finance committee.

B-71: An ordinance authorizing the director of public service to enter into a cooperative agreement with the County of Summit, Ohio to share the cost of engineering of the North Main Street bridge over the Cuyahoga River. Assigned to the finance committee.

B-72: A resolution authorizing the Electric Utility Superintendent to represent the City of Cuyahoga Falls as a member of the Board of Trustees of American Municipal Power, Inc. Assigned to the public affairs committee.

B-73: An ordinance amending the Traffic Control File. Assigned to the public affairs committee.

B-74: An ordinance amending Ordinance No. 38-2025 for the purpose of including construction of a new training facility and training prop in the contract or contracts and declaring an emergency. Assigned to the public and industrial improvements committee.

B-75: An ordinance approving text amendments to the Cuyahoga Falls Development Code, as more fully described and depicted herein. Assigned to the planning and zoning committee for a public hearing Monday, October 20 at 6:30pm.

B-76: An ordinance authorizing the mayor to execute the revised Summit County Intergovernmental Memorandum of Understanding for Job Creation and Retention and Tax Revenue Sharing. Assigned to the community development committee.

Miscellaneous Business

Council voted to excuse the absences of councilwoman Rachel Loza and Meika Penta.
