City Council Minutes Report: November 24, 2025

City Council News & Politics

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

New Ordinances & Resolutions

B-100: An ordinance authorizing the mayor to enter into a contract or contracts with Medical Mutual of Ohio for the City’s group life insurance for employees and retirees for a period not to exceed two years. Assigned to the finance committee for discussion Monday, December 1 beginning at 6:30 pm.

B-101: An ordinance authorizing the mayor to enter into a contract or contracts with Medical Mutual Services, LLC for the administration of the City’s self-insured employee medical plans for a period not to exceed three years. Assigned to the finance committee for discussion Monday, December 1 beginning at 6:30 pm.

B-102: An ordinance authorizing the mayor to enter into a contract or contracts with Medical Mutual of Ohio for stop-loss insurance coverage for the City’s self-insured medical and prescription drug plans, for a period not to exceed one year. B-103: An ordinance authorizing the mayor to enter into a contract or contracts with Principal Life Insurance Company for the administration of the City’s fully insured employee dental insurance plan, for a period not to exceed one year. B-105: An ordinance authorizing the director of public service to enter into a contract or contracts, after publicly advertising for bids, for the replacement or adjustment of concrete sidewalks, drive approaches and curbs at various locations in the City of Cuyahoga Falls. B-106: An ordinance levying special assessments for the repair or replacement of sidewalks and drive approaches in the Sidewalk and Drive Approach Repair and Replacement District, for the year 2025. Assigned to the Finance committee for discussion Monday December 1st beginning at 6:30 pm

B-107: A resolution creating for the year 2026 a Sidewalk and Drive Approach Repair or Replacement District containing such streets, alleys, or public roadways within the corporate limits of the City of Cuyahoga Falls, declaring the necessity of repairing or replacing the sidewalks and drive approaches abutting on such streets, alleys or public roadways within said corporate limits and providing the method for levying special assessments. B-108: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the purchase of natural gas. Assigned to the finance committee for discussion Monday, December 1 beginning at 6:30 pm.

B-109: An ordinance amending Ordinance 110-2024 to create the position of Office Manager, and declaring an emergency. Assigned to the finance committee for discussion Monday, December 1.

B-110: An ordinance amending Chapter 933 “Electricity” of Title 5 “Public Utilities” of the Codified Ordinances of the City of Cuyahoga Falls, Ohio relating to electric rates. Assigned to the finance committee for discussion Monday, December 1.

B-111: An ordinance amending the Codified Ordinances of the City of Cuyahoga Falls, Ohio Title 7, Chapter 941, Refuse Collection Disposal, establishing definitions, rates, and regulations for the collection and disposal of solid waste in the City of Cuyahoga Falls, Ohio. Assigned to the finance committee for discussion Monday, December 1.

B-112: An ordinance authorizing the director of public service to enter into a contract or contracts, for the stabilization of approximately 190 linear feet of stream bank along Akron-Peninsula Road North of Ira Road. Assigned to the public and industrial improvements committee for discussion Monday, December 1 beginning at 6:30 pm.

Reports of Council’s Special Committees

Sustainability, Energy & Environment:

B-97: An ordinance authorizing the director of public service to enter into a contract or contracts, after receiving public proposals, for the purpose of constructing a city-owned 20 MW AC solar array located at the Hardy Road Landfill; authorizing the director of public s to enter into a lease agreement with the City of Akron. Passed 10-0.

Planning & Zoning:

B-94: An ordinance approving text amendments to the Cuyahoga Falls Development Code adopting both a definition and regulations restricting the locations of vape shops, as more fully described and depicted herein. Passed 7-3.

Finance & Appropriations:

B-95: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with JCI Jones for the purchase of liquid chlorine to be utilized for water treatment throughout 2026. Passed 10-0.

B-96: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the purpose of upgrading the underground subtransmission cables leaving Valley Substation. Passed 10-0.

Miscellaneous Business:

Ward 8 resident Fred Ubank addressed council to inform them of a group being established to begin the preservation of Botzom Cemetery.  Council also voted to excuse the absence of Jetty James from tonight’s meeting    

After the regular council meeting the finance committee met to discuss the city’s 2026 budget:

B-89: An ordinance establishing annual appropriations of money for the current expenses, capital expenditures and other expenses of the City of Cuyahoga Falls for the fiscal year ending December 31, 2026. 

Monday’s discussion started with Necco and Carrie Snyder went over some of the highlights for her department, including one that  provides a strong online marketing program to showcase Cuyahoga Falls as a destination/attraction. The plan for this program currently is to start marketing areas within a 2-hour radius.  Community Development will begin 2026 with more development and expansion and to facilitate more public art . The department will also continue work on more walking and  biking paths, including working with Akron to complete the sidewalk down Portage Trail Extension. As for Community Block Development Grant Funds, 2026 will start off with a budget of $669,676. Fund administrator Peggy Szlay listed the projects her office will work on funding in 2026, including helping families with lead remediation, senior snowplow, $275k for brownfield remediation, and $200k in public facilities and improvements which include public art projects. 

Parks and Recreation Director Sara Kline discussed highlights of her department’s budget, which includes increases in cost for aquatic supplies and improvements at Downview, plus many more new programs for patrons who are over 55.  Kline said to look out for disc golf at Trails End Park and the completion of Valley Vista Park, including a new splash pad. Babb Run is still very much on the department’s radar but infrastructure repairs are going to take the cooperation of several departments, and there will also be some shoreline reconstruction that must take place.  

Garage Supervisor John Campbell stated that his department will continue to run as it did last year with the extra expense of a few items such as an additional $44k to put rear tires in our sanitation trucks. Budget discussion will continue next Monday, and the 2026 budget could be voted on during the first City Council meeting in December.
