City Council Minutes Report: May 8, 2023

City Council News & Politics

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

New Ordinances & Resolutions

B-44: An ordinance authorizing the director of community development to enter into a contract or contracts with Scanworks, LLC for the building records imaging/scanning project. Assigned to the finance committee.

B-45 :An ordinance authorizing the director of public service to enter into a contract or contracts, after publicly advertising for bids, for concrete pavement repairs to various streets. Assigned to the public and industrial improvements committee.

B-46: A resolution authorizing the mayor to apply for and accept financial assistance in the form of a grant or loan from the Ohio Public Works Commission for upgrades to the Bailey Road Booster Pump Station. Assigned to the public and industrial improvements committee.

B-47: A resolution in support of the development of a Welcoming Workforce Coalition in the City of Cuyahoga Falls. Assigned to the community development committee.

Reports of Council Standing Committees

Finance & Appropriations:

B-38: An ordinance authorizing the director of public Service to enter into a contract or contracts, without competitive bidding, with AT&T for telephone service lines which support alarms, elevators and dispatch non-emergency numbers throughout the city. Passed 11-0.

B-39: An ordinance authorizing the director of public Safety to enter into a contract or contracts, according to law, with Motorola, Inc. for the purchase of APX radios for use by safety services. Passed 11-0.

Public & Industrial Improvements:

B-40: An ordinance authorizing the director of public Service to enter into a contract or contracts with CTI Engineers, Inc., for Water Treatment Plant improvements. Passed 11-0.

B-41: An ordinance authorizing the director of public Service to enter into a contract or contracts, without competitive bidding, with Karvo Paving Co for the installation of a new 12” water main on Portage Trail Extension West from Cedar Hill Road to an existing line located approximately 1,200 feet to the east of the intersection of Portage Trail Extension West and Cedar Hill Road. Passed 11-0.

Public Affairs:

B-42: A resolution declaring the month of May 2023 as Mental Health Awareness Month in the City of Cuyahoga Falls. Passed 11-0.

B-43: An ordinance authorizing the renaming of Portage Trail East to East Portage Trail, and Portage Trail Extension West to West Portage Trail, within the city limits of Cuyahoga Falls. Passed 11-0.

In other City Council business, the Committee of the whole voted unanimously to make Councilman Jerry James Council President Pro-tem to fill that vacancy left with the resignation of Tim Gorbach. 

There was also a re-alignment of council committees and positions of council members on various boards and commissions. Changes to council committees include adding Mike Brillhart to fill the vacancy on the finance committee, and Joe Siegferth to the community development committee. Brillhart will also be the council representee on the moral claims commission. Meika Penta will be the city council representee on the City Art Board and Joe Siegferth was assigned to the Curfew Penalty Review Board.

There was also a Community Development committee meeting held Monday night to discuss B-47.

B-47: A resolution in support of the development of a Welcoming Workforce Coalition in the City of Cuyahoga Falls.

Diana Colavecchio started the presentation by giving a quick background and introducing Tanya Budler, the founder of Rise Together. Budler explained that by 2030 our country’s current workforce will fall short by 80k people to fill the open jobs to keep our economy going. The coalition is made up of public, private, and nonprofit members of the community to help match international newcomers within our city with education entities and resources to provide employers in the area with workers to grow their businesses and help grow the local economy. She cited the relationship between Pilot Plastics and the Nepalese community. Budler said Cuyahoga Falls is an attractive place for international newcomers because of our good selection of housing stock and decent schools and employers who pay well. The committee voted to bring this out for a vote before council next Monday.
