City Council Minutes Report: March 20, 2023

City Council News & Politics

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

Finance & Appropriations:

B-24: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with D&S Landscape, Inc. for the construction of a maintenance garage at City Hall. This legislation was presented by Building Grounds and Maintenance Supervisor John Ball, who said that during the construction of the maintenance building on the grounds of the city building, an overrun occurred due to the existence of the foundation and basement from a previous structure that had to be removed prior to construction. The overage was $4,900 to be added on to the existing $50k contract. The finance committee voted to bring this out to a vote before full council next Monday.

B-25: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with Siemens Industry for the purchase of a refurbished Siemens breaker. Electric Services Supervisor Rod Troxell explained the breakers used at the Valley substation are no longer produced to keep our system reliable. His department would like to purchase a re-manufactured unit to put us in the position of having one in the system, one on the shelf, and one being refurbished. The sub was built in the 80s and due to the available number of parts this is the most cost-effective route for the city to take. The contract cost is $52k. The finance committee voted to bring this out to a vote before full council next Monday.

B-26: An ordinance authorizing the mayor or his designee to enter into a contract or contracts, without competitive bidding, with Stryker Medical for the preventative maintenance of lifesaving equipment used by the Fire Department. Chief Martin presented this legislation to the committee, citing the best vendor for the job of maintaining the equipment his team uses to save lives every day. The contract cost for the 5-year duration will be $27k per year. The finance committee voted to bring this out to a vote before full council next week.

B-27: An ordinance authorizing the Parks and Recreation Board to enter into a contract or contracts, without competitive bidding, with Amilia Enterprises, Inc. for software that coordinates recreation staff management, credit card and Automated Clearing House Network processing and reservations for programs and facilities all from the same platform. Natatorium Manager Laurie Visner’s team has been using this software that was very well-vetted prior to the original purchase and they feel comfortable enough to renew it for another 5-year term. The decision was made based on the great customer service that they receive from Amilia and the amount of great customer service they can give to Natatorium patrons. The finance committee voted to bring this out to a vote before full council next Monday.

Community Development:

B-28: An ordinance approving and authorizing the mayor to execute Community Development Block Grant agreements with Bruno Investments, LLC. for an economic development project at the Blue Door Café & Bakery. Diana Colavecchio thanked the Blue Door Café for doing business in our city and from there Peggy Szalay, Community Block Development Grant Administrator, discussed details of the grant that will allow for kitchen and dining room improvements and other improvements to help facilitate their new dinner hours. The grant specifies that in exchange for the assistance that they create four new jobs; Blue Door owner Michael Bruno told the committee that they have created five so far. When the discussion was opened to council, Bruno, his wife, and their chef Alejandro all received praise from members of council and wishes for continued success. The finance committee voted to bring this out to a vote before full council next Monday.
