City Council Minutes Report: July 25, 2022

City Council News & Politics

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow council members to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

In their last city council meeting before the August recess the following items were assigned to committees:

Temp. Ord. A-83: An ordinance accepting the recommendation of the planning commission for the construction of a 50,000 square foot electric department administration facility for the City of Cuyahoga Falls, located at 222 Cochran Road. Assigned to Planning and Zoning. Also note: the Planning and Zoning committee will have a special meeting about this legislation at 6:30 pm on August 29.

Temp. Ord. A-84: An ordinance providing for the issuance and sale of notes in the maximum principal amount of $550,000, in anticipation of the issuance of bonds, for the purpose of paying the costs of construction, reconstruction and renovation of the municipal Brookledge Golf Course clubhouse, including but not limited to the construction of a 1,800 square foot expansion, acquisition and installation of electrical and HVAC systems, a new roof, doors and windows, and related improvements, construction and replacement of sidewalks and a cart path around the facility, together with all necessary appurtenances thereto. Assigned to Finance Committee

Temp. Ord. A-85: An ordinance providing for the issuance and sale of notes in the maximum principal amount of $1,200,000, in anticipation of the issuance of bonds, for the purpose of paying the costs of acquiring, constructing, reconstructing, improving, equipping and installing of 3,400 lineal feet of sanitary sewer lines, 3,550 feet of water main lines and 8,000 lineal feet of electrical conduit wiring, related storm sewer lines and retention, erosion control and landscaping, together with all related and necessary appurtenances thereto. Assigned to Finance Committee.

Council at Large Russ Balthis requested to exclude himself from discussion and voting on A-84, A-85, and A-86, citing not wanting there to appear a conflict of interest.

Temp. Ord. A-86: An ordinance providing for the issuance and sale of notes in the maximum aggregate principal amount of $3,495,000, in anticipation of the issuance of bonds, for the purpose of paying the costs of various public infrastructure projects. Assigned to Finance Committee.

Temp. Ord. A-87: An ordinance amending the Traffic Control File by providing for installation of various traffic control devices and declaring an emergency. Assigned to Public Affairs Committee.

Planning and Zoning:

Temp. Ord. A-72: An ordinance authorizing and approving the Preliminary Subdivision Plat for The Glens on Parcel Numbers 0204665, 0204666, 0204667, 0204668, 0204691, 0204817, 02040818, 0204819. Passed 11-0.

 Finance Committee:

Temp. Ord. A-73: An ordinance amending Ordinance 125-2021, authorizing the director of public service to enter into a contract or contracts, according to law, for the purchase of annual requirements of certain materials, supplies and services for use by the water and sewer divisions during 2022. Passed 11-0.

Temp. Ord. A-74: An ordinance authorizing the director of public service to enter into a contract or contracts with Core & Main LP, East Jordan Iron Works, Ferguson Enterprises Inc., and Trumbull Industries, without competitive bidding, for the purchase of services, materials, supplies, and equipment for supplies and equipment to be used in infrastructure projects. Passed 11-0.

Temp. Ord. A-75: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with Superior Drain for emergency sewer repair assistance in the city right of way. Passed 11-0.

Temp. Ord. A-76 : An ordinance authorizing the park and recreation board to enter into a contract or contracts, according to law, for the renovation of Brookledge Golf Club Clubhouse. Passed 10-1.

Temp. Ord. A-77: An ordinance authorizing the mayor, as director of public safety, to enter into a contract or contracts, without competitive bidding, with International Armored Group US, Inc. to purchase a tactical van. Passed 11-0.

Public and Industrial Improvements:

Temp. Ord. A-78: An ordinance authorizing the director of public service to enter into a modification of Contract No. 8533 with the Thrasher Group, Inc. Passed 11-0.

Temp. Ord. A-79: An ordinance authorizing the director of public Service to enter into a contract or contracts, without competitive bidding, with Cartegraph for the installation and annual subscription costs associated with their web-based software. Passed 11-0.

Temp. Ord. A-80: An ordinance authorizing the director of public service to execute the 2022 Solar Energy Schedule with American Municipal Power, Inc. and taking of other actions in connection with solar generated energy purchases. Passed 11-0.

Temp. Ord. A-81: An ordinance authorizing the director of public service to enter into a contract or contracts with Emerald Transformer for PCB Remediation in the electric vault at 2800 13th Street. Passed 11-0.

Public Affairs:

Temp. Ord. A-82: An ordinance authorizing the mayor to enter into an agreement with the Ohio Patrolmen’s Benevolent Association, Sergeants and Lieutenants bargaining unit, effective July 1, 2021. Passed 11-0.

Another item voted on by City Council was the appointment of resident Joseph DiSantis to the Board Of Zoning Appeals. His appointment was ratified by City Council in a 11-0 vote.

Miscellaneous Business:

Finance Director Bryan Hoffman gave his monthly update of Report 21. He stated tax revenue is solid and that leisure time fund is up with the Natatorium and Water Works both showing a strong summer so far.

Deputy Community Development Director Mary Spaugy gave the Community Development Report, listing the new businesses that have opened in the last quarter and also informed council that the city was successful in winning the Brownfield grant for the final remediation of the Mud Run Gun Club.

With the exception of the Planning and Zoning Committee, council committees will next meet on Tuesday September 6 at 6:30 pm.
