City Council Minutes Report: January 10, 2021

City Council News & Politics

Cuyahoga Falls City Council meets on the second and fourth Mondays of each month and council committee meetings are held on the first and third Monday to publicly discuss pending legislation that will be voted on by council as a whole during its regular scheduled meetings. The public is free to comment on pending legislation during the allowed time on the night of committee meetings.

City council came to order with Council President Balthis convening a meeting of Committee of the Whole to discuss appointments and re-appointments to boards and commissions. Mayor Walters made a short presentation about the nine re-appointments as follows: Patrick Horning and Mary Ann Burger to the Income Tax Review Board, Mike Dunton and Marcia Liikala to the Cuyahoga Falls Library Board, Julie Cooper to the Civil Service Commission, Dr. Kristine Gill R.N.,Ph.D to the Summit County Board of Health (this appointment will also be voted on in resolution A-8, to be discussed next Tuesday in the Public Affairs Committee), Cheryl Manson and Vohn Adams to the Tree Board, and Cyndi Kane was re-appointed to the Board of Zoning Appeals. New appointments include Parker Derrig to a 5-year term on the Board of Zoning Appeals, and new appointments to the Historic Design Review Board are Fred Guerra and Paul Moledor. The committee voted to bring the slate of appointments out for a vote before Council as a Whole.

Council reconvened with reading and the assignment of new ordinances and resolutions:

A-1: Allowing the mayor to enter into a contract to purchase property at 222 Cochran Rd. will be heard by the Finance Committee January 18th.

A-2: Authorizing the Director of Public Service to enter into a contract with Environmental Design Group for the public improvements at the South Front St. townhomes. Per the request of the administration this legislation was placed on hold.

A-3: Authorizing the mayor to enter into an agreement with the American Federation of State, County and Municipal Employees, Local 2662, effective July 1, 2021. This will be discussed by the public affairs committee Tuesday January 18th.

A-4: An ordinance authorizing the mayor to enter into an agreement with the Fraternal Order of Police, Ohio Labor Council, Inc. effective July 1, 2021.

A-5: An ordinance authorizing the mayor to enter into an agreement with the International Association of Firefighters, Local 494, effective July 1, 2021. This will be discussed by the Public Affairs Committee Tuesday January 18th.

A-6: An ordinance establishing compensation levels for non-bargaining employees of the City of Cuyahoga Falls for the period of July 1, 2021, through June 30, 2024. This will be discussed by the Public Affairs Committee Tuesday January 18th.

A-7: A resolution recognizing the City of Cuyahoga Falls as a gateway community to the Cuyahoga Valley National Park and the Summit Metro Parks Systems. This will be discussed by the Public Affairs Committee Tuesday January 18th.

A-8: A resolution confirming the reappointment of Dr. Kristine Gill as the City of Cuyahoga Falls representative to serve on the Summit County Combined General Health District Board of Health for a four-year term beginning January 1, 2022 and ending December 31, 2025. This will be discussed by the Public Affairs Committee Tuesday January 18th.

A-9: A resolution authorizing the mayor to submit a grant application to the Ohio Department of Development under the 2022 Brownfield Remediation Program for the cleanup/remediation of the former Mud Run Gun Club property located at 333 Pleasant Meadow Boulevard. This resolution will be discussed by the Community Development Committee Tuesday January 18th.

Next came Reports of Councils Standing Committees.

First was The Committee of the Whole voting on the mayor’s appointments which passed 9-0.

Planning and Zoning

B-136: Accepting the Planning Commission recommendation to allow construction of a 143-ft. monopole tower on city property at Oak Park. Voted on and passed 9-0.

Finance and Appropriations

B-137: Authorizing the Mayor or his designee to enter into a contract with Atlantic Emergency Solutions for vehicle repairs, supplies, and equipment used by the fire department. This also passed 9-0.

For miscellaneous business, a motion was made and seconded to approve the absence of Councilman James and Councilman Ashton, which passed 9-0.
