City Council Minutes Report: December 22, 2025

City Council News & Politics

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

Council started with a meeting of Council of the Whole to approve two appointments. The first appointment is required by charter, and requires the mayor to have city council ratify his selection of law director( city council agreed with his choice for Janet Ciotola with a 11-0 vote. The second appointment comes with the retirement of Diana Colavecchio at the end of next month. Council agreed with the choice of Mary Spaugy as the city’s next director of community development by a vote of 11-0. Spaugy is a graduate of Tiffin University and has been with the city since 2019. 

B-122: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the Highpoint Road Sanitary Sewer Extension. Assigned to the public and industrial improvements committee.

Finance & Appropriations:

B-113: An ordinance adopting a cybersecurity program as required by law. Passed 11-0.

B-114: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the purchase of annual requirements of certain materials and supplies for use by the Sanitation Division during 2026. Passed 11-0.

B-115: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the purchase of annual requirements of certain materials and supplies for use by the Street Division during 2026. Passed 11-0.

B-116: An ordinance authorizing the mayor, as director of public safety, to enter into a contract or contracts for the purchase of annual requirements for certain services, materials, supplies, and equipment for use by the Fire Department during 2026. Passed 11-0.

B-117: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the purchase of annual requirements of certain services, materials, and supplies for use by the Garage Division during 2026. Passed 11-0.

B-118: An ordinance authorizing the mayor, as director of public safety, or the director of public service to enter into a contract or contracts, according to law, for the purchase or lease of various vehicles and related equipment for use by the city. Passed 11-0.

B-119: A resolution requesting the Summit County Fiscal Officer to make advance distribution of tax receipts payable to the City of Cuyahoga Falls. Passed 11-0.

B-120: An ordinance providing for supplemental and/or amended appropriations of money for current operating expenses and capital expenditures of the City of Cuyahoga Falls, and authorizing the transfer and advances of appropriations within and for the various funds hereinafter set forth. Passed 11-0.

B-121: An ordinance authorizing the mayor to enter into a contract or contracts with Cholestone LLC for the sale of vacant real property located on South Main Street and not needed for any municipal purpose. Passed 11-0.

Community Development:

B-99: An ordinance declaring the improvement to certain parcels on an approximate 7.4 acre site between Bath Road and Graham Road in the city to be a public purpose and exempt from taxation pursuant to ORC 5709.40(B); providing for the collection and deposit of service payments and specifying the purposes for which those service payments may be expended; authorizing school compensation payments. Passed 11-0, with Brian Ashton abstaining due to being the magistrate in the mayor’s court hearing.

Miscellaneous Business:

Many members of council took time to thank both outgoing council members Meika Penta and Jerry James and Community Development Director Diana Colavecchio. All were thanked for their years of service and their contributions to the community. Just as council expressed their feelings this reporter feels blessed for having the opportunity to work with all three of these individuals and wishes them the best for the future.
