City Council Minutes Report: April 24, 2023

City Council News & Politics

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

New Ordinances & Resolutions

B-38: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with AT&T for telephone service lines which support alarms, elevators and dispatch non-emergency numbers throughout the city. Assigned to the finance committee to be discussed Monday May 1.

B-39: An ordinance authorizing the director of public safety to enter into a contract or contracts, according to law, with Motorola, Inc. for the purchase of APX radios for use by safety services. Assigned to the finance committee to be discussed Monday May 1.

B-40: An ordinance authorizing the director of public service to enter into a contract or contracts with CTI Engineers, Inc., for Water Treatment Plant improvements. Assigned to the public and industrial improvements committee to be discussed May 1.

B-41: An ordinance authorizing the director of public service to enter into a contract or contracts, without competitive bidding, with Karvo Paving Co for the installation of a new 12” water main on Portage Trail Extension West from Cedar Hill Road to an existing line located approximately 1,200 feet to the east of the intersection of Portage Trail Extension West and Cedar Hill Road. Assigned to the public and industrial improvements committee to be discussed Monday May 1.

B-42: A resolution declaring the month of May 2023 as Mental Health Awareness Month in the City of Cuyahoga Falls. Assigned to the public affairs committee to be discussed Monday May 1.

B-43: An ordinance authorizing the renaming of Portage Trail East to East Portage Trail, and Portage Trail Extension West to West Portage Trail, within the City limits of Cuyahoga Falls. Assigned to the public affairs committee to be discussed May 1.

Reports of Council’s Standing Committees

Planning & Zoning:

B-34: An ordinance authorizing and approving the Final Subdivision Plat for dedication of the Bellaire Lane cul-de-sac located on Bellaire Lane approximately 2,500 feet west of Quick Road. Passed 10-0.

Public & Industrial Improvements:

B-36: An ordinance authorizing the director of public service to enter into a contract or contracts, according to law, for the Second Street Sanitary Sewer Rehabilitation. Passed 10-0.

Public Affairs:

B-16: An ordinance creating a Designated Outdoor Refreshment Area known as the Downtown Cuyahoga Falls Designated Outdoor Refreshment Area, enacting regulations, and declaring an emergency.

An amended copy of this legislation was presented and voted upon. The amendments included correcting some clerical errors, removing the name of one permit holder due to their license not being relevant for consumption on premises (Magna Wine Boutique). The major amendment was adding a public hearing Monday November 6 to review with the ward council reps, residents and business owners to discuss success and failures of the plan and to work out any problems if needed. With the amendments the legislation passed 10-0.

Miscellaneous Business

Finance Director Bryan went over report 21, the monthly snapshot of the city’s finances. He said the leisure time fund is beginning to grow and he anticipated more growth with Water Works passes going on sale aiding in that. Another positive note was an 8% decrease in medical and 18% decrease in prescriptions.

Ward 4 Councilwoman Mary Nichols Rhodes was selected to fill the Council-at-Large position that was vacant due to the resignation of longtime councilmember Tim Gorbach. This leaves a vacancy in the 4th ward seat and per council rules the party central committee will meet to select her replacement.
