City Council Minutes Report: March 16, 2026

City Council News & Politics

Cuyahoga Falls City Council holds regular meetings on the second and fourth Mondays of each month. Council committee meetings are held on the first and third Mondays in order to allow councilmembers to publicly discuss pending legislation that will be voted on at regular meetings. The public is free to comment on pending legislation during the allowed time set aside as part of committee meetings.

Legislation Scheduled for Discussion

Finance & Appropriations:

A-14: An ordinance authorizing the mayor to apply for, accept, and enter into a Water Supply Loan Account Agreement with the Ohio EPA on behalf of the city for replacing non-copper water service lines, designating a repayment source for the loan. Under a new state mandate all lead and galvanized service lines are to be replaced in the next 10 years. Water Superintendent Russ Kring stated that it is the plan to do approximately 400-500 homes a year out of the 3400 lines in the city that will require replacement. This legislation will allow the city to set up a zero-interest loan program to assist both businesses and residents with the cost of replacements. The program will begin in May and the work will run until October each year until the city is in compliance. Akron has already started this program and there is a good pool of experienced contractors available in the area. The finance committee voted to bring this out for a vote before all of council next Monday, March 23.

A-15: An ordinance authorizing the director of public service to enter into a contract, or contracts, according to law, for replacing non-copper water service lines. This is a companion ordinance to A-14 and it allows the city to go out for bid for the work discusss in that ordinance. The finance committee voted to bring this out for a vote before all of council next Monday.

Public & Industrial Improvements:

A-16: An ordinance authorizing the parks and recreation board to enter into a contract, or contracts, with PlayCore Wisconsin Inc., dba Gametime, for the purchase and installation of a splashpad at Valley Vista Park. Parks Director Sara Kline stated the splash pad will be installed by Play Core, and is considered a step above the splash pads currently in the city’s neighborhood parks. Construction is expected as soon as electric services are complete with their work on the property. When pressed Kline gave May a timeline for construction to begin and all of it to be finished by fall. The public and industrial Improvements committee voted to bring this out for a vote before all of council next Monday.

Public Affairs:

A-17; A resolution expressing support for and urging passage of Issue 5, the Cuyahoga Falls Library levy, at the Primary Election to be held on May 5, 2026. Presented by Library Director Andrew Harant, the levy is the first time the library has come before the voters in 15 years. The current levy provides nearly half of the funding to provide books, movies, programs for all ages such as story time and Senior Café, and digital literacy classes. The other part of the library’s funding comes from the state, which was also recently reduced to levels last seen 25 years ago, while the usage of our local library had increased. In 2025, over 163,000 visited the library, Harant said, and people borrowed over 715,000 items from the library. Over 40,000 people attended programs,  a 37% increase from previous years. Harant also cited that a recent statewide poll conducted by the Ohio Library Council showed 90% of Ohioans say that public libraries are important to their local communities and 71%  feel libraries provide the basic services they use in their daily lives. The public affairs committee voted to bring this out for a vote before full council Monday, March 23.

A-18: A resolution declaring the month of March as Developmental Disabilities Awareness Month in the City of Cuyahoga Falls. This resolution was presented by Russ DuPlain who wanted to thank the city for recognizing this month and also thanked the city for being a city that recognizes residents of all abilities. The public affairs committee voted to bring this out for a vote before full council next Monday.

A-19:  An ordinance amending Part Seven of the Codified Ordinances of the City of Cuyahoga Falls, Ohio, Business Regulation Code, by the enactment of Chapter 755, “Temporary Outdoor Special Events & Mobile Food Vendors.” Deputy Director of Community Development Carrie Snyder explained the new fee schedule and definitions. The new application process would cover all festivals and events not only in the downtown area, but will also cover any events held on city property, including public parks, streets, and buildings. Snyder went on to say that over the years since the renovation of the downtown area there has been a constant increase of requests for vendors and food trucks to operate on public property, not just in the downtown area. The increase has shown the need  for a clear and constant process to manage these requests. Questions came from members of the committee and after discussion the public affairs committee voted to bring this out for a vote before full council Monday, March 23.
